A resident of the Hamilton area for more than 50 years, Russ is a graduate of Mohawk College (Management Studies) and the Royal Institute of Public Health & Hygiene (Health Sciences) specializing in laboratory medicine where he was employed by McMaster University Medical Centre and McMaster University for almost thirty (30) years.

At times, concurrent with his full-time employment, he served as a Dundas Town Councillor then its Deputy Mayor and Hamilton-Wentworth Regional Councillor. Upon retirement, he served 13.5 years as a Hamilton City Councillor. He also served one (1) term as an M.P. in Canada’s 38th Parliament. In total, Russ has served in elected public office for more than thirty (30) years. His gained expertise is in the areas of governance, public policy and asset management.

Continuing in leadership roles, Russ served as Provincial President of the Association of Municipalities of Ontario (AMO), National Vice President of both the Canadian Urban Transit Association (CUTA) and the Federation of Canadian Municipalities (FCM) and Commissioner then Chair of the Niagara Escarpment Commission (NEC).

Locally, Russ is the current President/Board Chair of the Dundas Museum & Archives and Past President of Dundas Community Services.
